Large Scale Development Culture Change: Google and the U.S. Government

IN-PERSON Mike Bland was a software developer at Google from 2005 to 2011. Prior to working on websearch infrastructure, he lead several initiatives within the company and was instrumental in bringing about the development culture changes that made thorough developer testing the accepted cultural norm. In this talk, he will summarize the organizational and psychological obstacles to driving adoption of automated testing at Google, the strategies and tactics they employed to overcome them over the course of five years, and map these experiences to the current state of affairs within the Federal government as he currently understands them.

Bill Shelton, software development lead at the agency, will highlight important milestones and events, address what happened, why it may be important, what the challenges were, and what they learned. Most importantly, he'll share just how readily any federal agency can do the same.

WEBINAR This session will focus on two simple, yet powerful initiatives that agencies have begun to adopt as part of their API programs: the creation of an API Standards and the migration to open source API documentation. Inspired by the strong developer response to the White House API Standards, a number of other teams have followed suit. In this session, Eric Mill and Alan Delevie - two top GSA developers from the 18F program, will explain the process and decisions that went into their team's API Standards. Though some aspects are technical, a surprising number are common sense, but the benefits of the team's official adoption of this document continue to accrue.
